Norfolk International Airport Badging Office

The Norfolk International Airport Badging Office issues access badges to individuals who have a verified operational need to work unescorted at the airport. Badges are issued in accordance with Transportation Security Administration (TSA) requirements and Airport Authority Rules and Regulations to ensure safe and secure airport operations. Airport access badges do not authorize access for personal or non-business use or allow bypassing TSA security screening for commercial flights.

Directions:

  • Park in any public parking lot.
  • Enter the Departures Terminal.
  • Follow signs to the Administrative Offices located in the northeast corner of the Main Lobby.
  • Go through the double doors.
  • The elevator will be on the right, across from Starbucks in the Main Lobby
  • Once on the basement level, follow posted signs to the Badging Office.
  • Press the phone buzzer on the wall for assistance.

Hours of Operations

  • Fingerprinting Hours: Monday-Friday, 8:30 a.m. – 3:00 p.m.
  • Badge Testing: Monday-Friday, 8:30 a.m. – 2:30 p.m.
  • Movement/Nonmovement Testing: Monday-Friday, 8:30 a.m. – 1:30 p.m.

Badging Fees

  • New Badge – $80
  • Badge Renewal – $60
  • General Aviation – $55
  • General Aviation Renewal – $30
  • Badge Change Fee – $30
  • 1st Lost Badge – $50
  • 2nd Lost Badge – $100
  • 3rd Lost Badge – $200

Appointments are required. Applicants should coordinate with their Authorized Signatory (Company Representative) before visiting the office.

New Company Procedure: 

New companies applying for badges will need to complete the following documents that can be obtained at the Authorized Signatories Forms link.

1 – New company letter

2 – Designated signatory form

3 – Absorb LMS new user request form

Once all forms are completed, submit them to the Airport Security Coordinator (ASC) for approval by emailing them to sida@norfolkairport.com

  • Subcontractors to companies that are already established at the Airport must work through their sponsoring company by emailing the ASC to request badging. The sponsor company would serve as the Authorized Signatory and responsible for all badged employees of its subcontractor(s).

4 – A Certificate of Insurance (COI) is required for all on-airfield work. Please review this form and ensure necessary paperwork is submitted to the Badging Office before any work starts.

5 – Badge Billing Information form must be submitted to the two email addresses shown on the form. This must be submitted for each badge holder needing any of the following actions:

  • New Badge
  • Badge Renewal
  • Badge Change
  • General Aviation New Badge
  • General Aviation Badge Renewal
  • Lost Badge – 1st, 2nd or 3rd

This form is used to link the credit card charge to the badge holder on the form. Multiple names can be entered on each Badge Billing form.

6 – Each company is required to have an Authorized Signatory, unless they are a subcontractor that will fall under an already established Badging sponsor company.

The Authorized Signatory will receive an email from Shannon Day at sday@norfolkairport.com with a link to the Online Authorized Signatory Training. Once this is completed, please email the certificate to sida@norfolkairport.com.

Each company can have as many as three Authorized Signatories.

Once all requirements for a company application have been completed and approved by the ASC, the next step is to schedule an appointment with the Badging office. This can be scheduled with the ORF Appointment Scheduler

7 – After the Authorized Signatory receives their badge, a member of the badging office will provide them with access to Airport IQ to log in and submit applications for the rest of their badged employees. Please see the Airport IQ user manual for Authorized Signatories to learn how to use the Airport IQ system

First Badge Visit

A badge requestor will be fingerprinted to have their background check initiated. This usually takes approximately two to three days to return results unless an applicant was born outside of the United States, for which the results could take 30 or more days.

Once an applicant has passed the background check, the Authorized Signatory will receive an email from the Badging Office. The Authorized Signatory can then schedule a second badging appointment using the same Appointment Scheduler.

The steps needed to complete a first appointment are:

1 – Create a new application for the badge applicant in Airport IQ.

2 – Submit the Badge Billing form for that applicant. There can be more than one applicant on each billing form.

3 – Schedule an appointment for a first visit for fingerprinting. At this appointment the applicant must have the below items:

  • At least two forms of government-issued identification based on I-9 requirements.
  • A credit card for a payment of $80 at the time of their appointment, or someone within the company must pay in person at the Badging Office before or at the time of the appointment

Second Badge Visit

On this visit the badge applicant will complete one or both of these tests:

Badge Test (Non-Driver) – This is second visit to the Badging officer where the applicant will watch the Badge video and take a 25 question test. Once you pass the test then you will have your badge printed.

OR

Movement/Non-Movement Test – The second visit to the Badging Office where the applicant must bring the movement/non-movement driver training sheet signed off by a qualified trainer. The applicant will watch the Badging and Movement / Non-Movement videos. After watching both videos you will take a test obtain your badge.
